The re-education camps of the 1970s, where the South Vietnamese learned mainly about hunger and hoarding scarce food, have given way to creeping capitalism, continued cultural repression, and a corrupt Communist state. Vietnam has been only marginally able to share in the wealth of its Asian neighbors. The Communist government's schizophrenic economic policies, combined with a generation gap between the ruling party and the younger Vietnamese, have resulted in a people with little confidence in the government to better their lives. Templer profiles the role of the government in economic and cultural policies that are keeping Vietnam a backward country. Most interestingly, though, he examines the role of the determined Vietnamese people as they make inroads through tiny gaps in public policies to grow food in rural areas, build a life in the cities, and try to maintain their culture and religion. About the Author
Harold D. Lasswell wrote widely on the theory and technique of propaganda and other methods of managing collective attitudes. His book, Propaganda Technique in the World War is regarded as the definitive study in this field. He is also the author of two other volumes, Psychopathology and Politics and World Politics and Personal Insecurity: A Contribution to Political Psychiatry, and of the article on propaganda in the Encyclopedia of the Social Sciences. Ralph D. Casey had wide experience in the fields of journalism and publicity. He was for a number of years on the editorial staff – for a time as a political writer – of the Seattle Post-Intelligencer, and later on the staff of the New York Herald. He taught journalism at the Universities of Montana, Washington, Oregon, and Minnesota. In the field of publicity he served as assistant publicity director of the Seattle Chamber of Commerce and as director of the University of Oregon News Bureau. Bruce Lannes Smith is author (with Glenn C. Quiett) of Principles of Publicity, and editor of the Journalism Quarterly. He was a former president of the American Association of Schools and Departments of Journalism.

Bruce Smith is professor of English and creative writing at Syracuse University and the author of four books of poems. His most recent collection, The Other Lover, also published by the University of Chicago Press, was a finalist for both the Pulitzer Prize and the National Book Award.

About the Author
Robert Debs Heinl, deceased, and Nancy Gordon Heinl, both writers and historians, lived in Haiti from 1959 to 1963. Robert Heinl was Chief of the U.S. Naval Mission to Haiti until he was declared persona non grata by François Duvalier. He retired from the Marine Corps in 1964 and wrote a nationally syndicated newspaper column until his death in 1979. Nancy Gordon Heinl was an independent writer and journalist who wrote extensively on black history and voodoo. Born in London, she came to the United States in 1933. She died in 1997. Michael Heinl received his B.A. from Johns Hopkins and an M.B.A. from the University of California, Los Angeles. He is an international business consultant in Washington, D.C.
